How quickly can I get authorization for an active tender?

Do I need to carry stock to be a dealer?
No minimum stock is required. You can operate as an order-fulfillment dealer — accept orders from customers and government tenders, then purchase from 100X Circle for direct dispatch to the buyer. This is the most common model for GeM bidders.
What states is authorization available for?

Can I become a dealer if I am not on GeM?
